The Ministry of Health responds to doctors regarding their salaries. "95 emails with comments were sent."

The Ministry of Health explains that the idea of changing the remuneration system for healthcare workers did not come out of nowhere — it is the result of discussions with the social side.
On Wednesday morning, the president of the Supreme Medical Council, Łukasz Jankowski, said:
"We hear: 'Get to work.' We got to work. We stand by our patients, we cover up the system's shortcomings with our work. Today, citizens need to know that 'Get to work' – these words should be directed at politicians. And the strategy of inciting doctors – these are strong words, but that's how we feel – cannot cover up incompetence," he said, showing off a tow truck that the local government had placed in front of the Ministry of Health building.
This is a street-level response to the lack of funding in the National Health Fund (NFZ) budget and the intention to change healthcare remuneration rules. According to the ministerial proposals, the pay cuts will affect doctors. Furthermore, they would not be able to work in multiple locations.

On Wednesday, the Ministry of Health issued a statement emphasizing that these are all very preliminary proposals. Specifically, they concern:
changing the mechanism for indexing the lowest basic wages;
increasing the work rates for groups 5 and 6, including nurses and midwives with higher education (first-cycle studies) and specialisation or with secondary education and specialisation, as well as nurses and midwives with secondary education who do not have specialisation in the field of nursing or other applicable health care;
Aligning the dates of minimum wage increases with the budget planning calendars of the state, the National Health Fund, and healthcare providers, as well as the deadlines for concluding agreements and issuing orders under the Act. The new rules will apply from 1 January 2027;
introducing a provision obliging a healthcare entity to assign an employee to a higher professional group if they obtain higher professional qualifications, if they were obtained on the recommendation or with the consent of the employer;
introducing changes to the rules for concluding civil law contracts in the field of health services financed from public funds.
"The starting point will be a discussion with all members of the Tripartite Team, which will take place on November 18th of this year. Both the original version of the Remuneration Act and all draft amendments to date were developed within the framework of the Tripartite Team's activities. The proposals presented at the meeting of the Team's Presidium are the result of demands from various groups, including trade unions and employer organizations," explains the Ministry of Health.
He explains that the solutions presented, which are only the beginning of the discussion, were taken from, among others, the citizens' draft bill amending the act on the method of determining the minimum basic salary of certain employees employed in healthcare entities.
The September position of the Management Board of the Union of the Provinces of the Republic of Poland on increasing access to healthcare services was also used, as well as the report "The Financial Gap in the Healthcare System in Poland. The 2025–2027 Perspective," prepared by the Federation of Polish Entrepreneurs. The Ministry of Health added a citizen's project by the OZZPiP (Open Healthcare and Public Benefit Association) regarding the regulation of qualifications for a higher group in connection with an employee's upgrade to a higher qualification group.
On October 30, the Ministry of Health announced the possibility of submitting proposals for amendments to the Act on Remuneration and Principles of Remuneration under Civil Law Contracts until November 7.
“By 4 November 2019, 95 emails were received with comments, reservations and proposals from people declaring their affiliation to various professional groups,” the ministry informs.
He adds that after the November meeting of the Tripartite Team, the ministry may submit a motion to include the bill in the Council of Ministers' List of Legislative and Programmatic Works . This will depend on the legislative path chosen.
The Tripartite Team for Healthcare is a forum for tripartite dialogue involving employee organizations, employer organizations and the government.
The team is composed of representative organizations. One representative from each of the represented employer organizations and each trade union participates in meetings of the Team's Presidium on the social side.
